Código de Petróleos
It's been over a year since I accepted the kind invitation of Professor Milton Fernando Montoya of the Externado de Colombia University to oversee the publication of the Petroleum Code, or Decree 1056 of 1953. Verifying a regulation, providing concordances, citing rulings and complementary regulations ended up being a more complex task than I had anticipated. In any case, the assignment was completed thanks to the collaboration and efforts of many legal professionals and students, as well as the ongoing interest of the Externado de Colombia University in publicizing the regulatory framework in Colombia.
Working for many years with an integrated view of the energy and natural resources sectors has been a wonderful experience. Mining, oil and gas, energy, and the environment come together in more ways than are typically evident or documented. The regulations of these sectors are, and will continue to be, the foundation of the practice of a fascinating profession. Contracts, regulations, unnamed agreements, rulings, and the quest to support the sustainable development that Colombia so desperately needs will continue to be a challenge.
