Democracia, Constitución y hacienda pública. Los antecedentes de la Carta Política colombiana de 1991, da cuenta de los criterios que tuvo el gobierno de César Gaviria en relación con la hacienda pública y la visión de los constituyentes sobre esta materia, no sin que antes se analicen las relaciones entre la democracia, la Constitución y el papel del derecho fiscal (ingreso y gasto público) en la construcción de ciudadanía, texto a cargo del profesor de la Universidad Externado de Colombia César Sánchez.
El libro es de carácter histórico y revela los detalles no conocidos del proceso de elaboración de la Carta Política de 1991, de voz de sus protagonistas, comenzando por el presidente de la República de entonces, César Gaviria, además de las apreciaciones de Horacio Serpa Uribe, quien antes de fallecer compartió sus experiencias con el editor del libro.
En este libro se reúnen los aportes y debates de Antonio Navarro Wolff e Iván Marulanda, quienes fueron fundamentales en el desarrollo de la Constitución de 1991. Así mismo, se recogen las experiencias de la Secretaría de la Asamblea, de la voz del entonces secretario Jacobo Pérez Escobar y el subsecretario Mario Ramírez y, final- mente, se observan los aportes del Instituto Caro y Cuervo en la remembranza que realiza Luis Fernando García, quien estuvo vinculado a dicha entidad en los momentos clave de la expedición de la Carta Política.

The background of the 1991 Colombian Political Charter reflects the criteria held by the government of César Gaviria regarding public finance and the vision of the constituent assembly members on this matter, not without first analyzing the relationships between democracy, the Constitution, and the role of tax law (public revenue and expenditure) in the construction of citizenship, a text by Professor César Sánchez from the Universidad Externado de Colombia.
The book is historical in nature and reveals unknown details of the process of drafting the 1991 Political Charter, told by its protagonists, starting with the then President of the Republic, César Gaviria, in addition to the insights of Horacio Serpa Uribe, who before passing away shared his experiences with the book's editor.
This book gathers the contributions and debates of Antonio Navarro Wolff and Iván Marulanda, who were fundamental in the development of the 1991 Constitution. Likewise, it collects the experiences of the Secretariat of the Assembly, through the voice of then Secretary Jacobo Pérez Escobar and Deputy Secretary Mario Ramírez and, finally, it observes the contributions of the Caro and Cuervo Institute in the memoir recounted by Luis Fernando García, who was affiliated with that entity during the key moments of the issuance of the Political Charter.
