US Justice Oliver Wendell Holmes once said that taxes are the price we pay for having a civilized society. In fact, the development of taxation and state building go hand in hand. In the most advanced countries, the share of collection and public spending is higher than what occurs in those that are not. One way to explain this result is structural economic differences; Another, and which is explored in this work, are the political differences expressed in various preferences of the States for taxation.
In the words of Isidro Hernández Rodríguez, this requires "exploring the global fiscal effect on development, that is, whether taxation, public spending and state debt allowed the creation of markets and the installation of public infrastructure, whether justice guarantees property rights and therefore transactions in the markets; in short, if the consolidation of the State is fundamental for economic and social development."
