El Estado Constitucional Colombiano en la Periferia. Tomo 2

The book now being presented to the academic community aims to contribute to the analysis and discussion that must be conducted on a transcendental issue for the Colombian legal world, as it addresses a foundational element of our legal and political organization, namely the social state nature enshrined in our Constitution throughout its text and used as a defining principle in Article 1.

The Department of Constitutional Law at the Externado de Colombia University made a commitment that was not expected to be easy, but which we believe was the only appropriate path to address this issue: to evaluate and assess the development and realization that some of the ESCR rights recognized in our constitutional order have had in specific situations or with respect to specific groups, almost 30 years after the 1991 Constitution came into force. This commitment, expressed in this way, deserves some explanation.

This volume addresses ESCR rights, taking specific rights or population groups as a reference, and examines the difficulties that specific actors or communities have encountered in defending them. In doing so, we hope to contribute in some way to improving the current situation regarding ESCR rights, 28 years after the 1991 Constitution came into force.
