In Colombia there is a precedent on the matter, created with the Law of the National Development Plan 2018-2022 and regulated from Decree 1174 of 2020; The PND norm was declared unenforceable and there is no current figure comparable to it in the country.

Despite the above, due to the importance of these issues and the need to define an area of protection that covers those people who cannot access the social security system, it should be proposed, based on the experiences obtained from the precedent that existed At the national level, the need to create mechanisms that guarantee the coverage and protection of this population, in accordance with the principles that have been established in the international field regarding security and social protection.
